Clauses on accommodation and recreational facilities, catering, gangway and crane were considered, when the subcommittee developing a new charter party for Accommodation Support Vessels (ASVs) met on 10-11 September. Drafting work is taking place on the basis of SUPPLYTIME 2017, BIMCO’s time charter party for offshore support vessels.
“SUPPLYTIME 2017 is a recent contract and the purpose of our work is to make the changes necessary to develop a dedicated standard specifically for ASVs, including floating hotels and walk to work vessels,” said Edwin de Vries, Director at Wagenborg Projects & Logistics/Wagenborg Offshore and chairman of the subcommittee, adding:
“Many of the clauses in SUPPLYTIME 2017 are fit also for ASVs and we are therefore focusing on changes reflecting that the charterer will typically have many employees on board the vessel, that they may be on board for a significant period of time, that the vessel will typically have to be equipped with a gangway and crane, etc.”
Other provisions were considered at the meeting, including offshore refuelling of crew transfer vessels, and transportation of owners’ personnel and fuel, water, provisions, spare parts etc. in case of extended offshore operations.
The subcommittee also includes representatives from A2Sea, Eni, Floatel International, North Sea Shipbrokers, Noord Nederlandsche P&I Club, Siemens Gamesa Renewable Energy A/S, Wikborg Rein, and Ørsted.
Drafting work will continue when the subcommittee meets again on 29 October at Ørsted. The goal is to finalise a first draft for review by BIMCO’s Documentary Committee at its meeting on 5 December.
